PEPUS focus to organize the community and build their capacity so that they could get their rights by themselves and also PEPUS initiates the process of devolution of responsibilities of developmental efforts in the hands of community through Community Based Organizations. At present, Village Development Committee and Self Help Groups are two-village level CBOs and their federation at block level has been formed at different working areas (Gram Sangh Vikas Samiti and Mahila Shakti Mahasangh at Naugarh Block and Bhattaha Parivar Vikas Seva Sangathan and Self Help Groups Mahasangh at Kaurihar Block).
